Hi, Barbara. According to the Certain Dri website, "Certain Dri products are never animal tested and are certified cruelty free by PETA." And PETA's list ( http://www.mediapeta.com/peta/PDF/companiesdonttest.pdf ) of companies that don't test on animals does include Certain Dri.

Q: is this stuff scented?

It has a very strong, baby powder scent. However, if you apply at night, as directed, and shower in the morning, there is no remaining stink, and it's still effective. I find the smell strong enough that it's a little hard to go to sleep after applying.

Q: does this product work better than secret clinical strength? and can you use in AM instead of night?

It is supposed to be applied at night. Then if you want you can add a deodorant in the morning, but it isn't necessary. I do think it works better than Secret Clinical Strength.

Q: Can i use this one on my forehead?

I don't see why not. I use it in other areas than arm pits. Just keep in mind it is meant to be used at night because it closes your pores while you sleep. It also usually takes a few days of use to really get the full effect.
