Q: Does this work with the Rasberry pi zero?

I bought this for a Raspberry Pi 3, but as long as the Pi Zero has the same 40 pin header (which I think it does) then this should work with the Pi Zero.

Q: Does there exist an eagle compatible footprint for this breakout board or do i have to make my own?

I do not use Eagle, but it would be easy to make your own pcb if that is what you wanted to do. The 20 pins in each row are spaced on 0.1 inch centers. The two rows are spaced on 0.6 inch centers. You could use the footprint for a standard 40 pin IC for this just as well, I believe.

Q: Does the board with the pins snap into the breadboard? It's really tight and I don't want to force it and break it.

Yes, though you do want to make sure that all of the pins are lined up before you force it.
